Smoke & Vape Wholesale Innovations sells exclusively to licensed retail businesses for resale. All products are intended for adults 21 years of age or older. By creating an account and ordering, you certify that you are an authorized representative of a licensed retailer and that you and your customers meet the 21+ requirement. We do not sell to consumers or unlicensed resellers.

Accessories only — no nicotine, CBD, or THC

Our catalog is limited to smoke and vape accessories: glass, water pipes, hand pipes, rolling papers, cones, wraps, lighters and torches, grinders, ashtrays, trays, scales, storage, cleaning supplies, vaporizer hardware, and 510 batteries. We do not sell nicotine, e-liquid, tobacco, CBD, THC, or any controlled substance.

PACT Act status

The federal PACT Act (and its 2021 vape-mail amendment) governs the shipment of cigarettes, smokeless tobacco, and electronic nicotine delivery systems (ENDS) containing nicotine or e-liquid. Because we ship empty accessories and hardware only — with no nicotine or e-liquid — PACT Act vape-mail registration and adult-signature mailing requirements are not triggered for our shipments. If your state classifies certain hardware differently, you remain responsible for compliance in your jurisdiction (see below).

State & local restrictions

Smoking-accessory rules vary by state, county, and city — including flavor restrictions, licensing, and product-specific bans. You are responsible for ensuring the products you order are legal to sell in your location and that you hold any licenses your jurisdiction requires. We reserve the right to decline or restrict shipments of specific items to specific destinations where required by law.

Resale & tax responsibility

All prices on this site are wholesale prices for resale. At signup you certify that you are purchasing for resale and that you will collect and remit all applicable sales tax to your state. Keep a current state resale certificate on file; we may request it to apply or maintain tax-exempt checkout on your account.

Carrier & delivery

Orders ship via UPS or FedEx Ground from our US warehouse, typically within 1–2 business days. Where a carrier or destination requires an adult signature on delivery, that requirement will be applied automatically.
